Provides a function to get the UTC (GMT) difference to the local time.
Helpful if you need to use a standardized (global) time base.
This version works on Mac OS 9, OS X, Windows and Linux, and has been verified to deal with certain possible pitfalls other versions may not correctly handle:
1. recognizes summer time in the calculation of the offset
2. deals with non-full-hour time zones such as New Delhi (+5:30) and Newfoundland (-3:30)
3. Updated in Dec 2005 to support Linux and the upcoming Intel based Macs
